Deutsche Bank boss sees Greece debt deal

Speaking to German television channel NTV on the sidelines of the World Economic Forum in Davos, Josef Ackermann said: "I am confident that a solution can be found."

He said the "haircut", or losses that banks were being asked to take on their holdings of Greek debt, was "almost 70 percent."

"That is a great, great deal. But everyone has to make their contribution and then we will see where we are. We're going to carry on," said Ackermann.

Negotiations between Athens and private creditors -- including Deutsche Bank -- aim to reach agreement on a voluntary exchange of bonds that would wipe €100 billion ($130 billion) off the country's debt of €350 billion.

Germany’s long resilience to the eurozone economic crisis appears to be wearing down, even though the Finance Ministry reported a record tax income of €71 billion in December 2011 – a 4.1 percent increase on the same month the year before.

That was a significant slowdown from previous months: November saw a 7.6 percent increase and October a 8.5 percent increase.

Tax income growth slowed steadily throughout 2011, but remained healthy – increasing by 10.8 percent in the first quarter, and 6.1 percent in the fourth.

But the latest figures may hide some cause for concern, since December is traditionally the strongest tax month of the year, since it contains extra spending and income over Christmas.

Germany’s federal budget for 2011 has reflected the positive figures, with the country only taking on €17.3 billion in new debts. The federal government’s interest payments for the year totalled €32.8 billion.

The government’s prognoses for 2012 predict a slow start to the year as Germany struggles to manage the eurozone’s currency crisis, followed by a recovery in the second half of the year.

“The economy seems to be recovering and the tax income is strong,” Alfred Boss, economist at the Kiel Institute for the World Economy (IfW), told financial daily Handelsblatt. He predicts that the state could once again make ends meet with just €17 billion in new debts this year.

RBS halves chief's annual bonus

(Financial Times) -- Royal Bank of Scotland has sought to defuse mounting political and public pressure in awarding chief executive Stephen Hester a bonus of just under £1m, less than half the amount he received for 2010.

The controversy over the size of Hester's payout had reached fever pitch in recent weeks, as the state-owned bank announced plans to slash more than 4,000 jobs and shut down large chunks of its investment banking business following dismal results.

David Cameron reluctantly approved the bonus, knowing the decision would whip up fierce political and media criticism. But he feared the RBS chief executive and board members might quit, if the bonus was scrapped.

Cameron believes Hester has done a good job and UKFI, which manages the taxpayer's 83% stake in the bank, signaled its assent to the deal when it said he had made a "significant contribution" towards rebuilding RBS in 2011.

Tween girls who spend much of their waking hours switching frantically between YouTube, Facebook, television and text messaging are more likely to develop social problems, says a Stanford University study published in a scientific journal on Wednesday.

Young girls who spend the most time multitasking between various digital devices, communicating online or watching video are the least likely to develop normal social tendencies, according to the survey of 3,461 American girls aged 8 to 12 who volunteered responses.

Tropical island warmth - in icy Germany

The long, dark nights and short, chilly days of January in Germany can fuel dreams of running off to a tropical island. People living in or near Berlin can hop on the train and have a day out on one. Hannah Cleaver investigated.

Freezing nights and frosty days this week - National (17 Jan 12)

Scarf, a woolly hat and gloves, a sarong, swimming costume and sandals; remembering what not to forget when preparing for a day at the Tropical Islands can be somewhat confusing.

The cold weather clothing has to be worn for the trip into the Brandenburg countryside, only to be shed as fast as possible once inside a giant dome, where it is a steady 26 degrees Centigrade.

The enormous building, created as a hanger for cargo airships which were never built, is said to be one of the largest domes in the world by volume. While the idea for airships was soon punctured, the holiday alternative has proved to be a surprisingly enduring draw for the area around Krausnick.

Inside there is a little hill in the middle, covered in tropical trees and bushes, with waterfalls and swimming pools dotted around – and a beach stretching along one side.

The beach is made of real sand and slopes down into two large swimming pools where the water is a suitably tropical temperature. The back wall is even painted with sky, but the illusion it creates is only momentary.

After a couple of months of rotten north European weather, those in need of a warmth and light fix can certainly find it here, and a wander down the pathways that snake through the tropical foliage can be surprisingly relaxing.

นายวัลลภ พริ้งพงษ์รองปลัดกระทรวงมหาดไทย และนายนิสิต จันทร์สมวงศ์รองอธิบดีกรมการพัฒนาชุมชน เป็นผู้แทนประเทศไทยเข้าร่วมการประชุมระดับเจ้าหน้าที่อาวุโสและการประชุมระดับรัฐมนตรีว่าด้วยการลดความยากจนภายใต้กรอบความริเริ่มแห่งอ่าวเบงกอลสำหรับความร่วมมือหลากหลายสาขาทางวิชาการและเศรษฐกิจ(Bayof Bengal Initiative for Multi - Sectoral Technical and Economic Cooperation:BIMSTEC) ครั้งที่ 2 ระหว่างวันที่ 15 - 16 มกราคม 2555 ณกรุงกาฐมาณฑุ ประเทศเนปาล โดยมีคณะผู้แทนจากประเทศไทยร่วมเดินทางในครั้งนี้จำนวน 12 คน

โดยผู้แทนจากประเทศไทยได้สรุปรายงานความก้าวหน้าของประเทศในการแก้ไขปัญหาความยากจน ซึ่งประเทศไทยประสบความสำเร็จสามารถลดอัตราความยากจนลงได้ครึ่งหนึ่งก่อนถึงปี 2558 ตามที่กำหนดไว้ตามเป้าหมายการพัฒนาแห่งสหัสวรรษ(Millennium Development Goals) และ World Bank ได้ยกระดับรายได้ของไทย จากประเทศที่มีรายได้ทางเศรษฐกิจระดับกลางอย่างต่ำเป็นระดับกลางอย่างสูง โดยประเทศไทยได้ดำเนินกิจกรรมต่างๆได้แก่

1) การสร้างความเข้มแข็งศักยภาพในการประกอบอาชีพโดย กองทุนหมู่บ้านและชุมชนเมือง /โครงการ SML กลุ่มออมทรัพย์เพื่อการผลิต /โครงการ กข.คจ

2) การพัฒนาเศรษฐกิจฐานรากและการกระจายรายได้ ได้แก่ OTOP /การพัฒนาภายใต้ปรัชญาเศรษฐกิจพอเพียง

3) การจัดสวัสดิการสังคม ได้แก่เบี้ยยังชีพผู้สูงอายุและผู้พิการ

และจากเหตุการณ์ภัยพิบัติน้ำท่วมใหญ่ที่ผ่านมาในหลายจังหวัดทั่วประเทศได้ก่อให้เกิดปัญหาความยากจนเพิ่มมากขึ้นซึ่งจะต้องมีการปรับปรุงแก้ไขนโยบายและมาตรการในการแก้ไขปัญหาความยากจนให้เหมาะสมสอดคล้องกับสภาวการณ์

นอกจากนี้ยังได้มีการร่วมกันพิจารณาจัดทำแผนปฏิบัติการลดความยากจน(PovertyPlan of Action : PPA) ของประเทศสมาชิก 7 ประเทศในภูมิภาคอ่าวเบงกอล ได้แก่ บังคลาเทศ ภูฏาน อินเดีย พม่า เนปาล ศรีลังกา และไทยในการขับเคลื่อนการลดความยากจนภายใต้กรอบ BIMSTEC.

Wikipedia, Reddit plan blackout in SOPA protest

NEW YORK (CNNMoney) -- A handful of large websites will go dark on Wednesday to protest an anti-piracy bill that critics say will wreck the Internet as we know it.

Wikipedia, user-submitted news site Reddit, the blog Boing Boing and the Cheezburger network of comedy sites all plan to participate in the blackout. The protest is their response to the Stop Online Piracy Act (SOPA) bill, a piece of proposed legislation that is working its way through Congress.

Introduced in the House of Representatives in late October, the bill aims to crack down on copyright infringement by restricting access to sites that fuel it. Its targets include "rogue" overseas sites like torrent hub The Pirate Bay, which essentially operates as a trading ground for illegal downloads of movies and other digital content.

A similar bill called the Protect IP Act was approved by a Senate committee in May and is now pending before the full Senate.

The controversial legislation has turned into an all-out war between Hollywood and Silicon Valley. Media companies have united in favor of it, while tech's power players are throwing their might into opposing it.

If SOPA passes, copyright holders would be able to complain to law enforcement officials and get websites shut down. Search engines and other providers would have to block rogue sites when ordered to do so by a judge. Sites could be punished for hosting pirated content in the first place -- and Internet companies are worried that they could be held liable for users' actions.

(WIRED) -- The Obama administration said over the weekend that it would not support legislation mandating changes to Internet infrastructure to fight online copyright and trademark infringement.

"Proposed laws must not tamper with the technical architecture of the Internet through manipulation of the Domain Name System (DNS), a foundation of Internet security," the administration said in a statement on Saturday. "Our analysis of the DNS filtering provisions in some proposed legislation suggests that they pose a real risk to cybersecurity and yet leave contraband goods and services accessible online. We must avoid legislation that drives users to dangerous, unreliable DNS servers and puts next-generation security policies, such as the deployment of DNSSEC, at risk."

The announcement follows a whirlwind week in which leaders in the House and Senate, apparently buckling to widespread pressure, announced they would at least temporarily remove DNS-redirecting requirements in the Protect IP Act in the Senate and the Stop Online Piracy Act in the House. The White House move likely signals that Senate Judiciary Chairman Patrick Leahy (D-Vermont) and House Judiciary Chairman Rep. Lamar Smith (R-Texas) would not likely re-introduce the Domain Name System redirecting provisions in their bills.

Even before it began on the evening of December 8, German Chancellor Angela Merkel, French President Nicolas Sarkozy and British Prime Minister David Cameron – who was to play a key role in the coming hours – sat down together. What followed were hard, sometimes extremely hard, discussions that culminated in an announcement by the French leader shortly after five in the morning.

The 10 member countries of the Association of Southeast Asian Nations (ASEAN) together form a region of strategic and economic importance with a combined population of over 600 million and a nominal GDP exceeding US$ 1.8 trillion. With its ASEAN Economic Blueprint, the bloc has established concrete targets to form a single market and production base by 2015.

However, leaders from the region face the shared challenges of resource scarcity and climate change. At the same time, the importance of enabling financial and regional connectivity, and the transition to low-carbon economies are priorities for ensuring sustained and inclusive growth. Located at the heart of ASEAN and representing its second largest economy, Thailand is an ideal place to deliberate how leaders from across the region can collaborate to address these issues.

จังหวัดปัตตานีติดตามและสนับสนุนการดำเนินงานกองทุนหมู่บ้านและชุมชนเมือง วันที่ ๑๘ พฤศจิกายน ๒๕๕๔ [Others]
นายเสนีย์ อิจิ หัวหน้ากลุ่มงานส่งเสริมการพัฒนาชุมชน สำนักงานพัฒนาชุมชนจังหวัดปัตตานี พร้อมด้วยนางณัฎชนา พันธุ์ดำ พัฒนากร และนางสาวจุฑารัตน์ รักตะสิงห์ พนักงาน สทบ. ได้ตรวจเยี่ยมกองทุนหมู่บ้านหัวควน หมู่ที่ ๖ ตำบลนาเกตุ อำเภอโคกโพธิ์ จังหวัดปัตตานี เพื่อสร้างขวัญและกำลังใจกับกองทุนในการเตรียมความพร้อมเพื่อเปิดสถาบันการเงินชุมชน ซึ่งได้รับการสนับสนุนโดยธนาคารออมสิน ในวันที่ ๑ ธันวาคม ๒๕๕๔
ในการตรวจเยี่ยมครั้งนี้ ทราบว่ากองทุนมีความพร้อมที่จะพัฒนากองทุนสู่การเป็นสถาบันการเงินชุมชนในระดับหนึ่ง และคิดว่าในอนาคตสถาบันการเงินแห่งนี้จะเป็นต้นแบบให้กับกองทุนอีกหลายกองทุนทั้งในจังหวัดและใกล้เคียง ที่จะศึกษาดูงานการพัฒนากองทุนสู่สถาบันการเงิน

พระบาทสมเด็จพระเจ้าอย่หัว ทรงพระกรุณาโปรดเกล้าโปรดกระหม่อมให้มูลนิธิราชประชานุเคราะห์ในพระบรมราชุปถัมภ์ นำสิ่งของพระราชทาน เพื่อช่วยเหลือผู้ประสบอุทกภัยที่อพยพไปที่ศูนย์พักพิงในท้องที่จังหวัดนครนายก

Chancellor Angela Merkel took to the virtual airwaves of YouTube on Friday in her first question and answer session with the public – with the most popular question being about cannabis legalisation.

But viewers keen to see what Merkel had to say about making joints legal will have to wait – she is answering the ten most popular questions in reverse order, over three sessions.

Thus in Friday’s eight-minute broadcast she tackled the topics of MPs wages, pensions, healthcare options for high-earners and politicians’ motivations. The questions were posed in a semi-formal setting, by a young man in a suit, although no tie.

The first question about why politicians and civil servants were not included in the statutory health care system, although they are responsible for it, she answered with details of how the system works, although did not directly respond to the query.

The second question was why MPs set their own wages. She said that MPs think carefully about their wages, but decided to set their pay at the same level as mayors of mid-sized towns.

When asked about the other activities of MPs, with the suggestion that they were little more than lobbyists, she said there were some advantages to having MPs with different experiences and that they were transparent about who was doing what.

A question about whether the question and answer process was a waste of time and whether the questions would go in one ear and out the other, provoked Merkel to call that a “bold statement”.

“I became a politician from passion, and find the questions interesting. That is why I always make an effort to answer truthfully and give the level of answer users are expecting.”

More than 1,700 questions were submitted by the public after it was announced that Merkel was going to offer videoed answers. YouTube users then voted for which questions they most urgently wanted her to address – with the matter of cannabis legalisation taking the top spot.

Episodes two and three, set for broadcast on Monday and November 31, the questions will broaden out into topics such as the legalization of cannabis and political bribery.

The video had been viewed more than 19,000 times by Saturday afternoon.

Bali, Indonesia (CNN) -- President Barack Obama took part Friday in the ASEAN (Association of Southeast Asian Nations) economic summit and hailed an airplane sales deal between Boeing and an Indonesian airline.

Obama was in Bali, Indonesia, for the ASEAN meeting in a region that accounts for more than half of the world's GDP.

He held bilateral talks with India, the Philippines and Malaysia beforehand.

Obama helped announce a large plane order for U.S.-based Boeing to Lion Air.

"For the last several days, I've been talking about how we have to make sure that we've got a presence in this region, that it can result directly in jobs at home," Obama said in a statement. "And what we see here -- a multibillion-dollar deal between Lion Air -- one of the fastest-growing airlines not just in the region, but in the world -- and Boeing is going to result in over 100,000 jobs back in the United States of America, over a long period of time." He said more than 200 planes were in the order.

การควบกิจการบริษัทในเครือ ปตท.
สำนักงานปลัดกระทรวงมหาดไทย แจ้งเรื่องการควบกิจการและการจดทะเบียนการควบบริษัท ระหว่าง บริษัท ปตท.เคมิคอล จำกัด(มหาชน) (PTTCH) และบริษัท ปตท.อะโรเมติกส์และการกลั่น จำกัด (มหาชน) (“PTTAR”) โดยใช้ชื่อว่า “บริษัท พีทีที โกลบอล เคมิคอล จำกัด (มหาชน) หรือ PTT Global Chemical public Company Limited” (“บริษัทฯ”)และได้ใช้ชื่อย่อในตลาดหลักทรัพย์แห่งประเทศไทยว่า PTTGC เมื่อวันที่ 19 ตุลาคม 2554 รวมถึงแจ้งสถานที่ตั้งของสำนักงานใหญ่และสำนักงานสาขา (รายละเอียดตามเอกสารแนบ)

รายชื่อผู้บริจาคเงิน ช่วยชาว พช.ประสบภัยน้ำท่วม
ด้วยขณะนี้มีน้ำท่วมหลายพื้นที่ข้าราชการกรมฯ ได้รับความเดือดร้อนหลายราย กรมฯ จึงขอรับบริจาคเงินจากผู้มีจิตศรัทธา เพื่อแสดงถึงความห่วงใยชาว พช.ทุกท่านที่ปฏิบัติงานในพื้นที่ โดยทีมผู้บริหารส่วนกลาง จะนำสิ่งของบรรเทาทุกข์ และเงินช่วยเหลือไปช่วยพี่น้องพช. ขณะนี้มีผู้บริจาคเงิน จึงแนบรายชื่อผู้บริจาคเพื่อประกาศคุณความดีในการบริจาคมาพร้อมนี้ (หากท่านใดได้บริจาคแล้ว แต่ยังไม่มีชือในบัญชีผู้ร่วมบริจาค ขอความกรุณาแจ้งเจ้าหน้าที่สำนักงานเลขานุการกรมทราบด้วย เพื่อประชาสัมพันธ์ และลงทะเบียนผู้บริจาคต่อไป)
