Thunderstorms and hail herald summer’s end

Thunder, lightning and hail are set to sweep across Germany on Friday, bringing a stormy end to summer as a cold front causes temperatures to plunge.

“The hot days are numbered. Probably the longest heat wave this summer is drawing to an end tomorrow, Friday,” said German Weather Service (DWD) meteorologist Christian Herold. “At the weekend, autumn has arrived.”

Thursday afternoon will be mostly warm and dry, with cloud cover possible in western Germany. Bayern will enjoy the warmest weather of summer’s last gasp, with temperatures in the south ranging from 28 to 33 degrees Celsius. Highs in other parts of the country will be between 23 and 29 degrees, with markedly cooler temperatures along the coast.

In the evening, however, thunderstorms are expected to develop in the west and move northeast, at times intensifying into severe weather, the DWD said. Elsewhere it will remain clear.

(CNN) -- At this moment, Hurricane Irene poses a risk to almost everyone living along the Eastern Seaboard, from Florida to the Canadian Maritimes. Where will Irene track? Which communities will be affected and how badly? Millions of lives and billions of dollars are at stake in decisions made by forecasters, emergency managers and all of us who live in or own property in harm's way.

It is natural to wonder how good the forecasts are likely to be. To what extent can we trust the National Hurricane Center, local professional forecasters and emergency managers to tell us what will happen and what to do?

Undeniably, enormous progress has been made in the skill with which hurricanes and other weather phenomena are predicted. Satellites and reconnaissance aircraft monitor every hurricane that threatens the U.S., collecting invaluable data that are fed into computer models whose capacity to simulate weather is one of the great wonders of modern science and technology.




1st screening of the International Environmental Film Festival in Latin America and the Caribbean

1ra Muestra del Festival Internacional del Cine de Medio Ambiente en LatinoAmérica y el CaribeThe United Nations Environment Programme (UNEP) and the organisers ofel Festival Internacional de Cine del Medio Ambiente(International Environmental Film Festival) have collaborated to bring some of the festival films to the Caribbean and Latin America:

Several countries in Latin America and the Caribbean will receive this year the travelling film festival “Cinema and Environment” sponsored by the United Nations Environment Programme (UNEP).

The festival includes full-length and short films by the International Environmental Film Festival (FICMA) and UNEP. The main topic will be the environment and man’s relations with the natural, social and cultural environment.

The aim is to raise awareness, educate and spread the values of protection and care of the environment and the planet, according to a report of UNEP, which has among its tasks to provide information about the environment and create linkages with the population to contribute to sustainable development.

UNEP also aims to encourage participation in environmental care by inspiring, informing and providing nations and peoples with instruments that contribute to improving the quality of life without compromising that of future generations, the document says.

Audiovisual aids are fundamental for a critical awareness of the reality, it adds.

Environmental issues affect all and are the responsibility of everyone, and only by working together–towns, communities, business, industry, civil society, governments and organizations– can the future of the planet be changed.

The film festival will be travelling to Barbados, Cuba, Haiti and Trinidad and Tobago. Dates for these screenings have not yet been set, but when they are, they’ll be posted on the festival website.

Oman Air has participated as a golden sponsor to The Oman International Environmental Tourism Conference organised by the Regional Municipalities, Environment and Water Resources Ministry in cooperation with the Tourism Ministry. The event was held with the participation of the United Nations Environment Programme, the World Tourism Organisation, the International Union for the Conservation of Nature and the UNESCO.

Recommendations arrived at the conference, included enhancing international efforts to support environment safety and preserve its natural resources in order to achieve sustainable tourism industry, stimulating national and regional policies and legislations to develop environmental tourism, enhancing the partnership between the public and private sectors and the civil society to promote, market and administer environmental tourism according to sustainability regulations, working towards ensuring a balance between investment in environmental tourism field and sustainable development plans, drafting objective economic assessment mechanisms of natural resources and how to utilise them and undertaking required measures to curb the negative impact of non-sustainable environmental tourism.

The organization of this conference assures that the environmental tourism, if administered in sustainable methods, and utilized on a viable and economical basis, it will be of high value for local societies as well as

รายงานพิเศษ / โลกร้อน - ภัยธรรมชาติหายนะที่โลกหนีไม่พ้น

"วิกฤติการเปลี่ยนแปลงของสภาพภูมิอากาศ" (Climate Change) หาใช่เรื่องไกลตัวเราอีกแล้ว โดยตั้งแต่ปี 2404 เป็นต้นมา อุณหภูมิพื้นผิวเฉลี่ยของโลกสูงขึ้นเรื่อยๆ และในช่วงศตวรรษที่ 20 อุณหภูมิของโลกสูงขึ้นประมาณ 0.6 องศาเซลเซียส

นอกจากนี้ ยังได้มีการวิเคราะห์ข้อมูลอุณหภูมิในซีกโลกเหนือย้อนหลังไป 1 พันปี พบว่า ช่วงศตวรรษผ่านมาป็นช่วงเวลาที่อุณหภูมิสูงมากที่สุด โดยปีที่ร้อนที่สุดในรอบ 1 พันปีก็คือ พ.ศ. 2541 หรือ 13 ปีที่แล้ว

ถึงแม้ว่าประชาคมโลกจะมีความตื่นตัวกับเรื่องดังกล่าวมานานกว่า 2 ทศวรรษ โดยได้มีการจัดประชุม "ภูมิอากาศโลก" ครั้งแรกขึ้นที่นครเจนีวา ประเทศสวิตเซอร์แลนด์ ระหว่างวันที่ 12 - 23 กุมภาพันธ์ 2522 เพื่อเน้นถึงผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศ ที่มีต่อมนุษย์ รวมทั้งเรียกร้องให้รัฐบาลของแต่ละประเทศให้ความสำคัญ และป้องกันการกระทำของมนุษย์ ที่จะส่งผลกลับมายังมนุษย์เอง ด้วยการจัดตั้ง "แผนงานภูมิอากาศโลก" (World Climate Programme หรือ WCP) ขึ้นมา ภายใต้การรับผิดชอบขององค์การอุตุนิยมวิทยาโลก (World Meteorological Organization หรือ WMO) โครงการสิ่งแวดล้อมแห่งสหประชาชาติ (United Nations Environment Programme หรือ UNEP) และสหภาพวิทยาศาสตร์ระหว่างประเทศ (International Council for Science Unions หรือ ICSU)

หลังจากนั้นก็ได้มีการจัดการประชุมเกี่ยวกับปัญหาสิ่งแวดล้อม จนได้มีการผลักดันให้เกิด "อนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ" (United Nations Framework Convention on Climate Change หรือ UNFCCC) ซึ่งได้รับการลงนามจากตัวแทนรัฐบาล 154 ประเทศในการประชุมที่นครริโอ เดอจาเนโร ประเทศบราซิล เมื่อเดือนมิถุนายน 2535 โดยเป้าหมายของอนุสัญญาที่ว่านี้ คือการรักษาระดับปริมาณก๊าซเรือนกระจกในบรรยากาศให้คงอยู่ในระดับที่ไม่ส่งผลกระทบต่อระบบภูมิอากาศ

อย่างไรก็ตาม ก็ต้องใช้เวลาถึง 5 ปี จึงจะมีการกำหนดกลไกที่ทำให้อนุสัญญาดังกล่าวมีผลในทางปฏิบัติ กลไกที่ว่านี้มีชื่อว่า "พิธีสารเกียวโต" (Kyoto Protocol) ซึ่งเป็นข้อผูกพันทางกฎหมายในการดำเนินการเพื่อให้บรรลุถึงเป้าหมายในการรับมือกับสภาวะโลกร้อน (Global Warming)

กระนั้น "พิธีสารเกียวโต" ก็เพิ่งจะมีผลบังคับใช้ไปเมื่อวันที่ 16 กุมภาพันธ์ 2548 หรือเพียง 5 ปีก่อนหน้านี้นี่เอง หลังการให้สัตยาบันของรัสเซีย ซึ่งเป็นประเทศที่ปล่อยก๊าซเรือนกระจกร้อยละ 17 ของปริมาณทั่วโลก ทำให้เงื่อนไขที่ว่าพิธีสารจะมีผลบังคับใช้ก็ต่อเมื่อมีประเทศร่วมให้สัตยาบันไม่น้อยกว่า 55 ประเทศ และเป็นประเทศที่ปล่อยก๊าซเรือนกระจกรวมแล้วไม่น้อยกว่าร้อยละ 55 ของปริมาณที่มีอยู่ในปัจจุบันนั้นสมบูรณ์

แม้ปัจจุบันพิธีสารเกียวโตจะมีผลบังคับใช้แล้ว แต่ก็ยังมีความกังวลกันว่าการดำเนินการอาจจะไม่ได้ผลเพราะ ประเทศที่เป็นเป้าหมายหลัก หรือเป็นกุญแจสำคัญในการก่อให้เกิดการเปลี่ยนแปลง ซึ่งก็คือกลุ่มประเทศอุตสาหกรรม โดยเฉพาะ "สหรัฐฯ" ที่เป็นประเทศปล่อยก๊าซเรือนกระจกรายใหญ่ เพียงแต่ลงนามในสัญญา แต่ยังไม่ได้มีการให้สัตยาบันซึ่งสภาคองเกรสของสหรัฐฯ ให้เหตุผลว่า จะส่งผลกระทบต่อภาคอุตสาหกรรมของประเทศ

สำหรับประเทศไทยเองได้ให้สัตยาบรรณต่อพิธีสารเกียวโตไปแล้วเมื่อวันที่ 28 สิงหาคม 2545 โดยมีสำนักนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม สังกัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมเป็นหน่วยงานหลักแห่งชาติของอนุสัญญา และพิธีสาร

ดังที่กล่าวมาจะเห็นได้ว่าพัฒนาการของกลไกที่จะเข้ามาแก้ไขสถานการณ์วิกฤติภูมิอากาศเปลี่ยนแปลงที่โลกเผชิญอยู่ในทุกวันนี้ค่อนข้างเป็นไปอย่างล่าช้า และยังไม่สามารถการันตีสัมฤทธิผลได้ เพราะจนถึงขณะนี้ก็ยังไม่เห็นการปฏิบัติที่เป็นรูปธรรมชัดเจนเท่าใดนักในการดำเนินการแก้ไขวิกฤติ ตามกลไกของพิธีสารฯ ที่กำหนดไว้ 3 ประการ ได้แก่ การดำเนินการร่วมกัน (Joint Implementation หรือ JI) การค้าขายแลกเปลี่ยนก๊าซเรือนกระจก (Emission Trading หรือ ET) และกลไกการพัฒนาที่สะอาด (Clean Development Mechanism หรือ CDM)

สิ่งที่น่าเป็นห่วงอีกเรื่องหนึ่งก็คือ หลังพิธีสารเกียวโตหมดอายุลงในปี 2555 นี้ ทิศทางในการร่วมมือการแก้ไขวิกฤติจะเป็นอย่างไรต่อไป เพราะการประชุมที่ผ่านมาในหลายๆ เวทีก็ยังคงไม่สามารถบรรลุข้อตกลงข้อตกลงถึงตัวเลขเป้าหมายในการลดก๊าซเรือนกระจกของกลุ่มประเทศพัฒนาแล้วได้ ขณะเดียวกันก็มีข้อถกเถียงถึงการเข้ามามีส่วนร่วมรับผิดชอบลดก๊าซเรือนกระจกของกลุ่มประเทศกำลังพัฒนา รวมถึงแนวทางการร่วมมือกันระหว่างกลุ่มประเทศพัฒนาแล้ว และกลุ่มระเทศที่กำลังพัฒนา ทั้งนี้ เพราะในการเจรจากันนั้นมีประเด็นผลประโยชน์มากมาย และแต่ละชาติยังคงคำนึงถึงประเทศของตนก่อนเป็นอันดับแรก

แม้ "การประชุมประเทศภาคีสมาชิกอนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ สมัยที่ 16" (COP 16) ครั้งล่าสุด ซึ่งจัดขึ้นที่เมืองแคนคูน ประเทศเม็กซิโก ระหว่างวันที่ 29 พฤศจิกายน - 10 ธันวาคม 2553 ที่ผ่านมา ที่ประชุมจะมีการเห็นชอบใน "ข้อตกลงแคนคูน" (Cancun Agreement) ซึ่งเป็นข้อตกลงเกี่ยวกับความร่วมมือระยะยาวภายใต้อนุสัญญา (Long Term Cooperative under the Convention หรือ LCA) แต่ข้อตกลงดังกล่าวก็เพียงระบุว่า จะมีการเจรจาในประเด็นความร่วมมือของประเทศภาคีสมาชิกในอนาคตเท่านั้น ล่าสุด ประเทศไทยเพิ่งจะเป็นเจ้าภาพจัดการประชุมย่อยว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศขึ้นระหว่างวันที่ 4 -8 เมษายน 2554 เพื่อเป็นการเตรียมพร้อมไปสู่ "การประชุมประเทศภาคีสมาชิกอนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศสมัยที่ 17" (COP 17) ซึ่งมีกำหนดจะจัดขึ้นที่เมืองเดอร์บัน ประเทศแอฟริกาใต้ในปีนี้

เหตุการณ์ดินถล่มที่บราซิล เดือน ม.ค. 2554

โดยระหว่างการประชุมย่อยที่ผ่านมานั้น "แนวร่วมอาเซียนเพื่อข้อตกลงที่เป็นธรรม มุ่งมั่น และมีผลบังคับใช้ทางกฎหมาย" (The ASEAN for a Fair, Ambitious and Binding Global Deal หรือ AFAB) ซึ่งประกอบไปด้วยกรีนพีซ อ็อกซ์แฟม และกองทุนสัตว์ป่าโลกได้จุดกระแสเรียกร้องให้ผู้นำรัฐบาลของประเทศสมาชิกประชาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ หรืออาเซียน แสดงจุดยืนที่ก้าวหน้า และแสดงความเป็นผู้นำในการเจรจา เนื่องจากภูมิภาคอาเซียนเป็นหนึ่งในภูมิภาคที่ล่อแหลมต่อการเปลี่ยนแปลงสภาพภูมิอากาศมากที่สุด แต่กลับมีการเตรียมพร้อมรับมือน้อยที่สุด

เซลดา โซริยาโน ที่ปรึกษาด้านกฎหมายกรีนพีซ เอเชียตะวันออกเฉียงใต้กล่าวว่า "เราต้องการส่งสาส์นถึงผู้นำประเทศ โดยเฉพาะผู้แทนจากประเทศในกลุ่มอาเซียน ว่าข้อตกลงที่เป็นธรรม มุ่งมั่นและมีผลบังคับใช้ทางกฎหมายเป็นสิ่งจำเป็นต่อความอยู่รอดของประชากรในภูมิภาคเอเชียตะวันออกเฉียงใต้ รัฐบาลจะต้องสานต่อข้อสรุปร่วมกันที่ได้จากการประชุมอนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศที่แคนคูนเมื่อเดือนธันวาคมที่ผ่านมา และหารือเกี่ยวกับการปรับตัว การจัดสรรเงินทุนด้านสภาพภูมิอากาศ การบรรเทารวมถึงการแลกเปลี่ยนเทคโนโลยี และเพื่อผลประโยชน์ของภูมิภาค จึงจำเป็นอย่างยิ่งที่อาเซียนควรมีจุดยืนร่วมที่เข้มแข็งและเป็นหนึ่งเดียวเพื่อยกระดับการตอบสนองต่อการเปลี่ยนแปลงสภาพภูมิอากาศให้เร่งรัดและจริงจังมากขึ้น"

นั่นเป็นสิ่งที่ฝ่ายนักเคลื่อนไหวด้านสิ่งแวดล้อมต้องการให้อาเซียนแสดงออกให้เห็น ภายใต้วิสัยทัศน์ร่วมกันว่า "ประชาคมอาเซียนในประชาคมโลก" (ASEAN Community in a Global Community of Nations)

นอกจากภาวะโลกร้อนอันเกิดจากน้ำมือมนุษย์แล้ว มนุษยชาติในยุคปัจจุบันยังหนีไม่พ้นวิบากกรรมจาก "ภัยธรรมชาติ" อันเป็นสิ่งที่ไม่สามารถควบคุมได้ และไม่มีประเทศมหาอำนาจใดจะเอาชนะวิบัติอันเกิดจากน้ำมือธรรมชาติเหล่านั้นได้

ที่ผ่านมาจะเห็นว่าภัยธรรมชาติที่สร้างความเดือดร้อนให้แก่มนุษย์นับวันยิ่งทวีความรุนแรง และเกิดขึ้นถี่มาก ทั้งน้ำท่วม ดินถล่ม แผ่นดินไหว หรือแม้แต่คลื่นยักษ์สึนามิ

โดยเพียงแค่ช่วงไตรมาสแรกของปี 2554 ประชาคมโลกต้องเผชิญกับมหาภัยพิบัติจากธรรมชาติขาดใหญ่หลวงไม่เว้นช่วง เริ่มต้นตั้งแต่เหตุน้ำท่วมในออสเตรเลีย ซึ่งเป็นเหตุการณ์สืบเนื่องมาตั้งแต่ช่วงเดือนธันวาคม 2553 ที่รัฐควีนส์แลนด์ต้องประสบกับปัญหาน้ำท่วมขังอย่างหนักส่งผลกระทบถึงประชาชนราว 2 แสนคน ทางการต้องประกาศให้พื้นที่ร้อยละ 75 ของรัฐเป็นพื้นที่ประสบภัยพิบัติฉุกเฉิน โดยมีเมืองที่ได้รับผลกระทบทั้งสิ้น 7 เมือง ได้แก่ บริสเบน ร็อกแฮมตัน เอเมอรัลด์ บุนดาเบิร์ก ดัลบี ทูวูมบา และอิปสวิช

ทั้งนี้ เหตุการณ์น้ำท่วมรัฐควีนส์แลนด์ในครั้งนั้นมีรายงานผู้เสียชีวิต 35 คน สูญหายอีก 9 คน แต่สร้างความเสียหายแก่ผลิตภัณฑ์มวลรวมประชาชาติ หรือจีดีพีของออสเตรเลียมูลค่าถึง 3 หมื่นล้านดอลลาร์ออสเตรเลีย

ถัดจากนั้นไม่นาน ฝนที่ตกอย่างหนักระหว่างวันที่ 12 - 14 มกราคม ยังสร้างความบอบช้ำให้รัฐบาลออสเตรเลียอย่างต่อเนื่อง เพราะเป็นสาเหตุให้เกิดน้ำท่วมใหญ่ขึ้นในภูมิภาคตะวันออก และตะวันออกเฉียงใต้ประเทศ โดยเฉพาะในรัฐวิกตอเรีย ไม่เพียงเท่านั้น อิทธิพลจาก "พายุยาซี" ที่แม้จะอ่อนกำลังลงจากไซโคลน เป็นพายุโซนร้อนก่อนพัดเข้าสู่รัฐวิกตอเรียในช่วงเดือนกุมภาพันธ์ แต่ก็ก่อให้เกิดฝนตกหนักซ้ำเติมพื้นที่ประสบอุทุกภัยช่วงเดือนมกราคมซ้ำอีก โดยความเสียหายจากอุทกภัยในรัฐวิกตอเรียนั้น แม้จะมีผู้เสียชีวิตเพียง 2 คน แต่ทางการออสเตรเลียประเมินมูลค่าความเสียหายไว้ที่ประมาณ 2 พันล้านดอลลาร์ออสเตรเลีย

นอกจากนี้ ช่วงเวลาเดียวกันนี้เองธรรมชาติก็เล่นงานมนุษย์อีกครั้ง คราวนี้เกิดขึ้นที่ประเทศบราซิล สืบเนื่องมาจากฝนที่ตกอย่างหนักช่วงวันที่ 11 และ 12 มกราคม ทำให้เกิดน้ำท่วมในนครริโอ เดอ จาเนโรเป็นเหตุให้ดินถล่มตามมาภายหลัง ซึ่งนอกจากความเสียหายมูลค่า 1.2 พันล้านดอลลาร์สหรัฐฯ แล้ว พิบัติภัยครั้งนี้ยังคร่าชีวิตชาวแซมบาไปถึง 903 คน นับเป็นภัยธรรมชาติที่รุนแรงที่สุดในประวัติศาสตร์ของบราซิลนับตั้งแต่ ปี 2510 เลยทีเดียว

สภาพความเสียหายหลังสึนามิพัดเข้าถล่มญี่ปุ่นเมื่อวันที่ 11 มีนาคม 2554

ล่าสุด พิบัติภัยทางธรรมชาติครั้งใหญ่ในในทวีปเอเชียเมื่อวันที่ 11 มีนาคม ที่ผ่านมา เมื่อเกิดแผ่นดินไหวที่ประเทศญี่ปุ่น วัดความรุนแรงได้ 8.9 ริกเตอร์ ก่อนจะมาปรับระดับความรุนแรงเป็น 9.0 ริกเตอร์ภายหลัง โดยศูนย์กลางของแผ่นดินไหวอยู่ห่างจากชายฝั่งตะวันออกของเกาะฮอนชู ไปประมาณ 72 กิโลเมตร ซึ่งเมืองใหญ่ที่ใกล้ที่จุดแผ่นดินไหวที่สุดคือเมืองเซนได

แผ่นดินไหวดังกล่าวส่งผลให้มีการเตือนภัยคลื่นยักษ์สึนามิ และมีการอพยพประชาชนออกจากพื้นที่บริเวณชายฝั่งที่เป็นจุดเสี่ยงเกือบ 20 ประเทศทั่วโลก แม้จะมีการเตรียมพร้อมรับมือไว้ล่วงหน้า แต่คลื่นยักษ์สึนามิที่พัดเข้าถล่มชายฝั่งตะวันออกของญี่ปุ่นก็สร้างความเสียหายมหาศาล จากตัวเลขผู้เสียชีวิต และสูญหายกว่า 3 หมื่นคน ยังไม่นับรวมผลกระทบที่เกิดขึ้นต่อโรงงานผลิตกระแสไฟฟ้านิวเคลียร์ฟุชิมา ไดอิจิ ของบริษัทโตเกียว อิเลกทริก เพาเวอร์ (เทปโก) ที่ยังคงเผชิญหน้ากับวิกฤติกัมมันตภาพรังสีรั่วไหลซึ่งแก้ไม่ตกอยู่ในขณะนี้

โดยธนาคารโลก หรือเวิลด์แบงก์ได้ประมาณการมูลค่าความเสียหายครั้งนี้ไว้ที่ 2.35 แสนล้านดอลลาร์สหรัฐฯ หรือร้อยละ 4 ของภาคการผลิต และการฟื้นฟูประเทศต้องใช้เวลาอย่างน้อย 5 ปี ขณะที่รัฐบาลซามูไรคาดว่า ความเสียหายจากแผ่นดินไหว และคลื่นยักษ์สึนามิที่เกิดขึ้นมีมูลค่ากว่า 3.09 แสนล้านดอลลาร์สหรัฐฯ ซึ่งตัวเลขดังกล่าวจะทำให้เหตุการณ์วิปโยคครั้งนี้เป็นเหตุภัยพิบัติทางธรรมชาติที่สร้างความเสียหายมากที่สุดในประวัติศาสตร์โลก

อีกหนึ่งเหตุการณ์ที่สร้างความตื่นตระหนกให้แก่คนไทยไม่น้อยก็คือ เหตุการณ์แผ่นดินไหววัดความรุนแรงได้ 6.8 ตามมาตราริกเตอร์ ในประเทศพม่า เมื่อเวลา 20.55 น. ตามเวลาท้องถิ่น ของวันที่ 24 มีนาคมที่ผ่านมา โดยแผ่นดินไหวครั้งนี้มีศูนย์กลางอยู่ทางตะวันออกของรัฐฉาน ใกล้กับชายแดนไทยห่างจากจังหวัดเชียงรายไปทางทิศเหนือประมาณ 70 กิโลเมตร ซึ่งแรงสั่นสะเทือนรู้สึกได้ในหลายเมืองของพม่าทั้งพะโค ชเวยิน มัณฑะเลย์ ตองอู และเนย์ปิดอว์ แต่ที่สัมผัสได้มากที่สุดคือ จังหวัดท่าขี้เหล็ก นอกจากนี้ แรงสั่นสะเทือนของแผ่นดินไหวยังรับรู้ได้ไกลถึงภาคเหนือ และภาคกลางของประเทศไทย กรุงเวียงจันทน์ ประเทศลาว กรุงฮานอย เมืองหลวงของเวียดนาม และแคว้นสิบสองปันนา ในประเทศจีนด้วย

แม้ทางการพม่าจะเปิดเผยว่ามีผู้เสียชีวิต 74 คนในพม่า และอีก 1 คนในประเทศไทย ทว่าหลายสื่อต่างเชื่อว่ามีผู้เสียชีวิตจริงกว่า 150 คน

ภัยธรรมชาติที่เกิดขึ้นเป็นสัญญาณชัดเจนที่บอกว่าโลกต้องปรับตัว โดยเฉพาะอย่างยิ่งหลายประเทศที่ยังไม่มีความพร้อมในการรับมือ ซึ่งรัฐบาลต้องพยายามหามาตรการมาทำให้เมืองสำคัญต่างๆ สามารถต้านทานกับภัยธรรมชาติได้ดีขึ้น ควบคู่ไปกับการรักษาสิ่งแวดล้อม และปรับตัวให้เข้ากับผลที่เกิดจากวิกฤติภูมิอากาศเปลี่ยนแปลง ไม่เช่นนั้นแล้วผลกระทบที่เกิดขึ้นต่อมนุษยชาติในอนาคตคงยากจะคาดเดา

There are at least a dozen floating markets in and around Bangkok. Yet every tourist wants to hit the same one: Damnoen Saduak.

It used to be a legitimate place for locals to enjoy some boat noodles or shop for produce and knickknacks. Today, thanks to every tour company in the world pushing it on tourists, it's about as authentic as that pack of Viagra for sale in a back soi on Sukhumvit Road.

There are even manufactured floating markets, such as the one at Ancient Siam, that are more realistic than this nightmarish network of canals that’s filled with long tail boats shuttling visitors around to check out the floating shops and boats that peddle the same junk you can find on Khao San Road.

And be ready to duck. Things can get dangerous when boat drivers raise their long boat propellers out of the water to navigate through canal traffic jams.

Tasked to set the normative agenda on the environment within the UN system, efforts to improve the current international environmental governance system are at the heart of UNEP’s work. In fact, a functioning IEG system that provides the international framework to support governments in successfully addressing environmental challenges and meeting their commitments at the national level is, in many cases, a precondition for UNEP to carry out other activities effectively.
